Misconduct Resistance – An Integrated Governance Approach to Protecting Agency Integrity outlines the Commissions view on what a whole of agency approach to effective misconduct management should involve. It highlights the areas and issues that agencies should address, and the outcomes they should strive to achieve.

The misconduct resistance framework and supporting resources have been developed to assist agencies plan, implement and review their own whole of agency approach to misconduct resistance. They are intended to be a practical resource for agencies and can be used in a number of different ways, depending on agency needs:

  • As a guide on where to start for those just beginning to tackle the issue of misconduct resistance.
  • As a self assessment and monitoring tool for those with misconduct resistance strategies in place.
  • To benchmark agency performance over time and against similar organisations.

The misconduct resistance series includes:

  • A framework which outlines the conceptual foundation of the approach including outcomes and key elements,
  • An Integration Guide designed to assist agencies implement the misconduct resistance framework. The guide contains detailed information about outcomes and key elements, and provides a methodology for achieving these through the use of Focus Questions, Signs of Success and Ideas to Build Capacity,
  • An Integrating Misconduct Resistance (poster),
  • The Agency Implementation Status - Mapping Tool which provides a visual snapshot of agencies' performance against outcomes and key elements, and
  • A Health Check - questionnaire that can be used to gauge staff perceptions about the agency’s misconduct resistance approach.
