The Commissioner is ultimately responsible for all the activities and operations undertaken on his behalf by CCC officers. The Commissioner holds office on a full-time basis for an initial period of five years. The Chief Executive is the administrative head and is responsible for the performance and administration of the CCC and other public sector related obligations.

Deputy Commissioner Michael Corboy

Hon Michael Corboy SC

COMMISSIONER

The Hon Michael Corboy SC was appointed as the Commissioner on 31 October 2025. Prior to this, Commissioner Corboy was the inaugural Deputy Commissioner since July 2024. Mr Corboy was a Supreme Court Judge for 13 years until 2023. Between leaving the bench and his appointment as Deputy Commissioner, he advised the West Australian Law Reform Commission and the Department of Justice on issues relating to proposed law reforms. He has been a partner at Australian and International law firms and as a judge presided over both civil and criminal cases. Mr Corboy acted for the liquidator in Australia's longest running civil matter. He was a member of the Law Society's Ethics Committee for 22 years, including seven as convenor. He pursued economics as his first career and lectured in the subject at universities in WA and in Scotland.

ACTING COMMISSIONER

Scott was initially appointed in July 2016 and has been re-appointed twice since then. As Acting Commissioner, Scott performs the function of Commissioner if the incumbent is unable to perform the functions of the CCC or if there is a vacancy in the office. Scott also practices as an arbitrator, mediator and barrister from Francis Burt Chambers, Perth in the area of commercial dispute resolution including construction and infrastructure and mining and energy disputes. Scott was formerly a partner of Freehills.

Emma Johnson

CHIEF EXECUTIVE

Emma returned to the CCC as Chief Executive in May 2023, after having served as a member of its Senior Executive responsible for strategy and assessment, from 2016 to 2018. Emma further developed her leadership capabilities in integrity agencies during 2018-2023, including the Australian Sports Anti-Doping Authority, and Sport Integrity Australia where she was Deputy CEO. Emma was most recently an Assistant Commissioner at Australian Border Force.

Daniel commenced with the CCC as the Director Corporate Services in 2022, with over 30 years' experience in law enforcement, policy and legislation, risk management, governance, information management, corporate services and change management.

Natasha commenced with the CCC in 2020 and was appointed to the Director Executive role in May 2024. Natasha brings over 20 years' experience in leadership and legal roles in the Western Australian public sector. In addition to her legal qualifications, Natasha holds a Master of Business Administration from The University of Western Australia.

DIRECTOR Assessments and Oversight 

Tracey commenced with the CCC in January 2019 and was appointed to Director of Assessments and Oversight after several years in senior roles at the CCC. Tracey has over 18 years' experience interpreting and applying multiple and complex legislation and joins us after commencing her career at the WA Police Force.

Daniel Parker

DIRECTOR Investigations

Daniel commenced with the CCC in January 2024 as Director Investigations, bringing with him 16 years' of experience in the Commonwealth national security community. Daniel has worked across roles in Sydney, Canberra and Perth, leading operational and investigative teams, capability development, and corporate and liaison responsibilities.
